@MandyMyung @KarlTechs Thanks. Yeah, their support team essentially just said have the user call them or start a chat. I asked him how I could escalate beyond tier 1 support and they said that there is no way and that they didn't even have internal contacts to their own security team.

So @PayPal @PayPal4Business lets ANYONE create an account under ANY email address and send invoices and requests for payment BEFORE their ownership of the email address is complete. WTF!? Confirmed with their support team. @AskPayPal

Singapore office then says you could send a chat to them instead of wait 2+ days. Either way...WTF @PayPal on letting anyone do anything on an account before email validation is complete. You're asking for fraud...

Let's say, it's done on a Signapore PayPal account. That office is Mon-Fri 9am-9pm Singapore time. US support said they can't touch it and to email UnsolicitedEmail@ or wait till Monday.
