The Reflecting Pool is a great metaphor for every Government Program: any attempt to "fix" the problem only exacerbates it, makes it more complicated, and wastes a lot of money in the process. At one point, you have to just admit, it was a flawed concept to begin with, and nothing can be done to rectify it. You need to just tear it out and start over. How do you honestly expect a pool with an area of 339k sq. ft, and a depth of four inches NOT to grow algae? For all the millions spent so far, I think it would have been cheaper to replace it with an actual mirror.
