Good meeting with Engineer Belgassem Haftar, Director General of the Libyan Development and Reconstruction Fund. We discussed the opportunities and strategies for uniting Libya’s economic institutions, as well as ways to create the conditions for stability and prosperity for the Libyan people. Under Secretary of State for Economic Affairs Jacob Helberg @UnderSecE joined the discussion to explore opportunities for investment in Libya for U.S. companies and highlight the steps that Libyan authorities are taking to strengthen the business and investment climate.

Joined by LEO Chargé d'Affaires Jeremy Berndt, we emphasized the importance of finalizing a unified budget for 2026 to bolster Libya’s financial stability, safeguarding the value of the dinar and the purchasing power of the Libyan people, and enabling the implementation of development projects across Libya. I also expressed our appreciation for the vital work undertaken by the Libya Development and Reconstruction Fund.
