635,218 households receive more in benefits than the average worker takes home. 16,000 receive over £60,000 a year. Helen Whately’s proposal to close the disability exemption loophole in the benefit cap is a coherent response to that data. If a capable adult in a household chooses not to work, the cap should apply. That was always the intent. £1 billion saved annually.
