Communication will always make it through. With no chat, no pings, no voice coms, players will communicate non verbally (flash on spot, emote, Anivia wall, Trundle pillar, taking waves, disco Nunu, even simply moving into tower etc) I do not think anyone using forms of communication in a toxic manner is an argument for the exclusion of it - it is just human behaviour which will appear regardless of what you do because humans are playing the game. Riot's war against "toxicity" has always been a weird to me, I think the most important thing to adress are things that actively disrupt gameplay (scripting, inting etc). Mute, chat restrictions, deafen are already solutions that are in place. I sympathise with the problem that it is very difficult to track inting on a large scale, especially in the higher elo brackets. I believe the only solution is to monitor high elo games and create some form of tribunal system as the definition of soft inting becomes more grey the higher elo you are. In my humble opinion, the more ways you have to convey ideas and communicate in a strategic team game, the better. ANY agency in a team game can and WILL be used for bad and it will be a problem you will always face in a game where you are at the mercy of 9 other players. Example: A player can run in to your tower, you would not limit ALL players ability to move on the map just because there are cases of abuse of agency.
