WORLD BANK TRAINS PIM PLUS OPERATION IMPLEMENTERS ON INCLUSION & NON-DISCRIMINATION (IND) In a move to bolster inclusiveness and guard against discrimination across development projects, the World Bank (WB) in partnership with the Ministry of Finance, Planning, and Economic Development has today conducted an Inclusion and Non-discrimination (IND) training of Public Investment Management PLUS (PIM PLUS) project implementation unit technical officers.  As a flagship reform under the Public Finance Management Reform Strategy (PFMRS), the PIM PLUS operation is focused on transforming the country’s public investment landscape by strengthening public investment and asset management. The project is currently supporting the implementation of NDP IV and the Tenfold Growth Strategy through improved project preparation, budgeting, execution, and asset maintenance.  As a public service delivery-focused operation, PIM PLUS is keen on upholding Inclusion and Non-discrimination standards, as enshrined in international human rights protection treaties to which Uganda is a signatory.  As such, the inclusion and non-discrimination training emphasized the need to guard against marginalization and uphold human dignity across all projects. “Inclusion is not merely a policy requirement by the World Bank, but it is a fundamental human rights principle in all operations. All projects must be inclusive. Every individual, regardless of gender, age, disability, ethnicity, religion, or socio-economic status, deserves equal opportunity and dignity in the share of project outcomes, goals, and objectives,” said Gertrude Basiima, the Acting Assistant Commissioner, Projects Analysis and Public Investment Department at @mofpedU Basiima added that inclusion and non-discrimination are at the heart of effective service delivery and sustainable development, and as such, all PIM PLUS operation implementing partners need to create safe and respectful environments where vulnerable groups are recognized, and diversity is valued. The World Bank training team urged participants from the PIM PLUS operation implementing agencies to disseminate inclusion & non-discrimination information to all stakeholders, such as frontline staff and contractors, among others. The WB team also urged the participants to regularly review and improve safe project-level Grievance Redress Mechanisms while ensuring that project Grievance Redress Committees are active and responsive. The team also reminded the participants to ensure that Inclusion and Non-discrimination clauses and language are included in all project communications, such as contracts and Terms of Reference.

What do school holidays mean within our education system? At their core, they are intended to provide children with a necessary break from formal learning. Yet increasingly, this period is being occupied by paid coaching, effectively extending structured instruction into what should be rest time. When do children have holidays? It is deeply troubling that the learners are being coached to prepare for the Primary Leaving Examination (PLE) -a terminal, high-stakes examination administered before the completion of the basic education cycle, which in my strong opinion serves very limited purpose except for placement at Senior One. What is going on? Are we losing control? My expectation is that as private provision of education expands, we increase regulation. @Educ_SportsUg

While speaking at the Strategic Planning Retreat for the Health Ministry, Departments and Agencies happening at Statistics House, Ms @EmyChelangat informed participants that Communication interventions in the Strategic Plans will ensure that both the internal and external stakeholders understand the objectives, progress made, and their respective roles in implementing the plans, while fostering alignment and support. She further emphasised that, for information sharing and stakeholder engagement to support the attainment of the strategic plans' goals, communication must be data-driven. #PlanningForDevelopment

At the Health- Ministry, Departments and Agencies Strategic Planning Retreat, our Senior Planner for Strategic Planning Mr. @allankayongo1 while speaking about the Institutional Arrangements for implementation of their Strategic Plans, Mr Kayongo emphasised the need for legal, governance, and institutional capacity interventions to ensure effective implementation of the Strategic Plan. #PlanningForDevelopment

Our Senior Planner-Environment and Social assessment, Mr. @_abbeym_ presented the financing framework and project profiling for Strategic Plans at the Health MDAs retreat happening at Statistics House. He highlighted that 70% of an institution's core mandate or outputs should be achievable using Government of Uganda funds.

Today, we celebrate our Manager for Manpower Planning and Development Mr @SKurayish, for successfully defending his thesis for the PhD in Economics of @Makerere. Now @NPA_UG has 12% of the staff with PhDs, making it a better think tank for development planning in #Uganda.
