Press Release __________________________ 29 August 2026 Natural Women's Council Calls for Government Investigation Into Cancelled ALCI Conference and Public Funding The Natural Women's Council is calling on the Minister for Health, Jennifer Carroll MacNeill TD, and Minister for Children, Norma Foley TD, to urgently investigate the circumstances surrounding the cancelled Association of Lactation Consultants in Ireland (ALCI) conference in Galway and the use of public funding in connection with the organisation. The conference was due to feature US lactation consultant Jacob Engelsman, who was scheduled to speak on “lactation support for gender-diverse families” and “creating gender-affirming clinical spaces for families”. Concerns have arisen following reports about Engelsman's previous work and presentations, including a presentation titled “Inducing Lactation for Kinksters” and published material discussing reasons men may seek to induce lactation, including “curiosity, fun, or sexual gratification”. The Natural Women's Council believes these reports raise serious questions about infant safeguarding, maternal dignity, bodily autonomy, professional standards and the appropriateness of giving such subject matter a platform within a professional lactation conference. The organisation's founder, Jana Lunden, said: “This is not simply a disagreement about a conference speaker. It raises fundamental questions about safeguarding, professional governance and the use of taxpayers' money. “A baby cannot consent. Infant feeding must remain centred on the welfare of the child and the rights and dignity of mothers. Adult interests must never take precedence over the welfare of an infant.” Hotel cancellation raises further questions. Ms Lunden says she spoke directly with the general manager of the Galway hotel where the conference was due to take place to advise him of these child safeguarding concerns.  The hotel subsequently cancelled the booking. According to Ms Lunden, the general manager indicated that the hotel believed it had been given misleading information by the organisation that booked the event. ALCI has subsequently stated that the event was paused/cancelled on “health and safety grounds”, saying it was considering its next steps. The Natural Women's Council says this does not resolve the underlying safeguarding questions. “The issue cannot simply be solved by finding another hotel. If the organisers intend to relocate the event or proceed with the same speaker elsewhere, there must be proper safeguarding scrutiny before that happens.” Questions over public funding The HSE provides annual funding to ALCI. Recent reporting puts that funding at approximately €9,000 per year. ALCI itself acknowledges its relationship with the HSE and describes its role as providing education, professional development and support for those working in breastfeeding and lactation. (ALCI) The Natural Women's Council is therefore demanding full transparency regarding: * The precise amount of HSE funding paid to ALCI in 2024, 2025 and 2026. * The purpose and conditions attached to that funding. * Whether any public money was used directly or indirectly for the proposed conference. * The nature and extent of any HSE or Healthy Ireland involvement or sponsorship. * What due diligence and safeguarding assessment were undertaken before the speaker was invited. * Who approved the conference programme and speaker. * What representations were made to the Galway hotel when the event was booked. * Which organisation or NGO booked the event and whether it remains an appropriate recipient of public funding. The HSE's published breastfeeding documentation also records substantial public investment in voluntary breastfeeding organisations, making appropriate governance and accountability particularly important. Government must act. Jana Lunden has now elevated the matter to relevant authorities and professional bodies, including Tusla, the Ombudsman for Children, the HSE and a number of breastfeeding and midwifery organisations. The Natural Women's Council is calling on both Ministers to establish: What did the Government, HSE and Healthy Ireland know, and when did they know it? Was a safeguarding assessment carried out before this speaker was invited? Who approved the event and its content? Was public money used to support it? Who is accountable for the decisions that were made? What investigation will now take place? Will the HSE review its funding relationship with ALCI? Will the Government ensure that the event cannot simply be relocated and proceed with the same speaker without the safeguarding concerns being independently addressed? Ms Lunden said: “The public should not have to discover these issues through media reports and public campaigning before Government agencies take action. “If an organisation receives public funding to support breastfeeding, there must be clear boundaries. Public money must not be used to promote or facilitate the involvement of infants in adult sexual interests or gratification. “We need to return to common-sense morality, safeguarding and biological reality. Men cannot become women. Men cannot become pregnant. Men cannot naturally lactate as a woman who has given birth and is breastfeeding her infant. “This is about putting children first. Babies cannot consent. Mothers have rights and boundaries. Those principles should not be negotiable.” The Natural Women's Council is calling for an independent safeguarding and governance investigation, full disclosure of public funding and sponsorship, and a review of whether continued public funding of ALCI is appropriate. _______________________ ENDS
