Going from C1 to C3 means your 'dispensary' is going to need a DEA license, and a Pharmacist there and possibly more record-keeping/tracking like Rx's. Which means now costs are going to go up 100x, which means its cheaper to buy on the street. Guess nobody thought of that huh?
