Saya ditanya: support dosen dan guru, atau bangun 30.000 MW lebih dulu? Saya pilih dosen dan guru. Sebenarnya karena satu hal: saat ini teknokrasi dan meritokrasi adalah spesies yang terancam punah. Kenapa? Kalau kita bandingkan 30 tahun terakhir, pendapatan per-kapita Tiongkok naik 10 kali lipat. Asia Tenggara hanya sekitar 2,7 kali. Ada lima atribut di balik ketertinggalan ini: (1) Kita cenderung menyeleksi talenta berdasarkan loyalitas, bukan meritokrasi. (2) Kurangnya titik temu yang optimal antara talenta dan kekuasaan. (3) Kurangnya daya saing, tercermin dari izin usaha kita yang hanya 0,3 per 1.000 orang dewasa, dibanding Tiongkok dan Singapura yang mencapai 8-10. (4) Model pembangunan yang sentripetal, menarik segalanya ke pusat, sehingga ketimpangan kekayaan dan pendapatan makin lebar dan oligarki makin difasilitasi. (5) Dan yang paling fundamental: kurangnya investasi di pendidikan. Karena tanpa reformasi untuk kepentingan gaji guru atau kompensasi, saya nggak melihat Indonesia, atau sebagian besar dari Asia Tenggara, bisa menuju ke arah keemasan. Kita harus menyadari bahwasanya IQ manusia itu bisa berkembang sampai umur 16 tahun. Tapi setelah umur 16 tahun, yang paling penting untuk mengembangkan manusia itu adalah keterbukaan. Keterbukaan itu sangat foundational untuk bisa mengkombinasikan antara kekuatan inovasi dengan kekuatan preservasi. Saat perkembangan otak seseorang tidak optimal, bisa dikompensasi dengan kualitas guru. Di sinilah benang merahnya. Kemampuan kita memilih dengan basis seleksi, bukan sekadar elektabilitas, sangat bergantung pada kemampuan kita berpikir. Kemampuan berpikir itu dibentuk oleh guru. Ini pula yang berkorelasi dengan kemampuan kita membangun ekosistem yang memadai untuk 30.000 MW. Karena tanpa kualitas guru yang membuahkan SDM yang mumpuni, sebesar apa pun kapasitas yang kita bangun, hasil jangka panjangnya tidak akan tahan lama. Dan jika resah menunggu gerakkan top-down, maka mungkin kita harus perbanyak bottom-up kan perubahan sosial ini. Perbanyak diskusi entah di tempat tongkrongan, tempat ibadah, puskesmas, atau di meja makan rumah sendiri. Dan yang kita perbanyak sebaiknya diskursus ide, bukan sekadar fenomena. Karena selama percakapan kita hanya berhenti pada sensasi dan peristiwa yang datang dan pergi, kita tidak akan pernah beranjak. Tapi ketika kita mulai membiasakan diri berdiskusi tentang gagasan, di situlah inkrementalisme kecil hari ini bisa membuahkan lompatan besar suatu hari nanti.
