No Elon. She speaks about people in Molenbeek, one of the 19 municipalities of Brussels, who apparently said that they don't want to see muslim people in that place. But it is the pace that has the largest number of Muslim inhabitants of Brussels. She remarks that that is therefore not very realistic, and that if they don't want to see anyone recognisable muslim, that they will have to go live "at the other side", in another of the municipalities. So she does not "plea for Belgian people to go live somewhere else", she reacts to people saying that to her. Understanding some French or having at least any clue at all about what one is talking about before one reacts can be helpful.
