If a company leverages itself excessively, it is excluded from Islamic portfolios as it becomes highly dependent on interest-based loans. 2. Cash & Interest-Bearing Assets or Securities: measures how much of the company’s assets are sitting in interest-bearing bank deposits, treasury bills, bonds, and conventional money-market instruments. Cash Ratio: Cash + Interest-bearing Securities/Market Cap or Total Assets × 100 AAOIFI Limit: 30% of Market Cap Dow Jones: 33% of average 24-month Market Cap FTSE Islamic: 33.33% of Total Assets MSCI Islamic: 33.33% of Total Assets S&P Shariah: 33% of average 36-month Market Cap Malaysia Standard: 33% of Total Assets Why it matters: Islamic finance prefers investment in productive assets, trade, and real economic activity, not companies behaving like mini-banks earning passive interest income. If too much wealth is idle cash earning interest, the stock begins to resemble a financial instrument rather than ownership in a productive enterprise. Cash is king, yes, but in Shariah screening, too much idle interest-linked cash starts looking like a king collecting riba taxes. 3. Accounts Receivable / Liquidity: measures how much of the company’s assets are receivables, invoices owed, near-cash items, and liquid monetary assets. Liquidity Ratio: Accounts Receivable + Cash/Total Assets × 100 Dow Jones: 33% of average 24-month Market Cap FTSE Islamic: 50% of Total Assets MSCI Islamic: 33.33% of Total Assets S&P Shariah: 49% of average 36-month Market Cap Why it matters: In classical fiqh, trading debt and cash is heavily regulated. If a company’s assets are mostly cash and receivables instead of tangible productive assets, then buying and selling its shares may resemble trading money for money rather than ownership in real assets. 4. Non-permissible Income Ratio: measures the proportion of total revenue generated from non-halal operations. Impure Income Ratio: Haram Income/Total Revenue × 100 Uniformly at 5% across all standards. Why it matters: Even halal companies may earn small incidental non-halal income through bank interest, treasury investments, late payment charges, and so on. Shariah standards tolerate minimal unavoidable contamination but require screening and purification (donating the impure portion to charity).

JOINT PRESS STATEMENT REQUIREMENT FOR PRIOR REGULATORY APPROVAL ON CHANGES IN SHAREHOLDING/OWNERSHIP STRUCTURE OF COMMUNICATIONS COMPANIES The Nigerian Communications Commission (NC) and the Corporate Affairs Commission (CAC) hereby inform the general public, investors, and all stakeholders in the communications sector on compliance requirements regarding changes in the ownership structure of licensed communications companies in Nigeria. This requirement is pursuant to the provisions of Section 90 of the Nigerian Communications Act 2003 (NCA 2003), Regulation 28(2) of the Competition Practices Regulations, 2007, and Regulation 42 of the Licensing Regulations, 2019, which collectively empower the NCto oversee and review transactions affecting licensees and promote fair competition. Effective immediately any proposed transfer of ownership or control of shares in a licensee of the Nigerian Communications Commission, amounting to ten percent (10%) or more of the total share capital, as well as any series of share transfers which in aggregate exceed ten percent (10%) of the total share capital of the Licensee shall require a Letter of No Objection from NCC in order for the changes to be effected and registered with the CAC. By this measure, the CAC will ensure that all requests for change in shareholding structure amounting to 10% or more, submitted for registration by telecommunications companies are duly supported by evidence of NCC's prior consent and approval. The requirement is designed to preserve a fair and competitive market structure within the communications sector by preventing direct or indirect anti-competitive practices, while strengthening regulatory oversight of significant changes in ownership and control. It will further promote transparency, investor confidence and regulatory certainty and safeguard the long-term sustainability and stability of the industry. The NCC and the CAC reaffirm their shared commitment to advancing a transparent, stable, and competitive business environment in Nigeria. Both agencies will continue to work closely to promote regulatory certainty, ensure fair market practices, and support the orderly and sustainable development of Nigeria's Communications Sector.
