यह 2014 नहीं है। केंद्र में भाजपा को आए बारह वर्ष हो चुके हैं। इतने लंबे समय तक किसी सरकार को देखते-देखते उसके समर्थक, विरोधी और राजनीतिक रूप से थोड़ा भी सक्रिय लोग उसके काम करने के तरीके को पढ़ना सीख जाते हैं। कौन सा बयान किस समय आया, किस नेता को अचानक आगे किया गया, किस मुद्दे के बीच दूसरा मुद्दा कैसे आ गया, किस संगठन से सीधे बात हुई और किससे नहीं हुई। लोग अब इन चीजों को जोड़कर देखने लगे हैं। हर चीज के पीछे षड्यंत्र हो, यह जरूरी नहीं। लेकिन बारह साल बाद राजनीतिक कौशल्य की नवीनता खत्म हो जाती है। जो तरीका पहली-दूसरी बार बहुत चतुर दिखाई देता था, वही बार-बार होने पर पहचान में आने लगता है। और @ajeetbharti जैसे लोग तो दिन-रात इसी राजनीति को देखते, पढ़ते और उस पर बोलते हैं। मैं कभी-कभी ट्विटर खोलकर घटनाओं को जोड़ सकता हूं तो वे लोग यह क्यों नहीं जोड़ेंगे कि जंतर-मंतर के अगले ही दिन सरकार ने हर्ष दुबे को इतनी तेजी से क्यों स्वीकार कर लिया? मुझे अजीत जी की एक बात यहां महत्वपूर्ण लगती है। वे खुद लिख रहे हैं कि उन्होंने इतनी जल्दी लोगों को बुलाने से रोका था और वे बाद में अधिक संख्या में लौटेंगे। इसका मतलब कम से कम उनके मन में यह आंदोलन 21 अगस्त की एक दिन की घटना नहीं था। वे इसे लंबी लड़ाई की तरह देख रहे थे। और ऐसे व्यक्ति को यदि पहले से यह शिकायत हो कि सरकार शांतिपूर्वक बात करने वालों को देर से सुनती है, जबकि सड़क पर दबाव बनाने वालों से जल्दी बातचीत करती है, तो हर्ष दुबे को अगले ही दिन मिली राजनीतिक पहुंच उस शिकायत को कम नहीं करेगी। उल्टा और बढ़ाएगी। यही कारण है कि मुझे लगता है भाजपा ने यहां पड़ी हुई लकड़ी उठा ली है। जिस आग को शायद कुछ समय के लिए अपने आप धीमा होना था, उसमें उसने खुद हवा दे दी। अब मामला केवल आरक्षण सुधार का नहीं रह गया है। अब इसमें यह सवाल भी जुड़ गया है कि आंदोलन का प्रतिनिधि कौन है, सरकार किससे बात कर रही है, हर्ष को इतनी जल्दी इतनी मान्यता क्यों मिली और जो लोग वर्षों से इस मुद्दे पर बोल रहे हैं उन्हें किनारे रखकर सरकार ने एक महीने पुराने चेहरे को क्यों चुन लिया? और सबसे बड़ी राजनीतिक भूल शायद यही है। सरकार यह मानकर चल रही थी कि हर्ष दुबे से बातचीत करके छात्र वर्ग को संदेश चला जाएगा कि सरकार सुन रही है। लेकिन मेरा तो यही मानना है कि छात्र कोई एक संस्था नहीं हैं जिसका एक अध्यक्ष हो और उसके हस्ताक्षर के बाद बाकी सब घर चले जाएं। हर्ष दुबे सरकार से सहमत हो जाएं, कोई समझौता कर लें या किसी केंद्रीय मंत्री से मिल लें, उससे बाकी लोगों की सहमति अपने आप नहीं आ जाती। अब तो उल्टा उन लोगों को एक नया कारण मिल गया है वापस आने का कि आरक्षण का सवाल तो था ही, अब उसके साथ यह साबित करने का सवाल भी जुड़ गया है कि उनकी आवाज किसी एक व्यक्ति के साथ फोटो खिंचवाकर बंद नहीं की जा सकती। अगर ऐसा हुआ तो सरकार ने जिस मामले को जल्दी समेटने की कोशिश की थी, वही मामला पहले से बड़ा होकर लौट सकता है।
