One of the challenges on trading BTW nations has been trying to agree on tax policies for eccommerce sales. A way might be to have 2 flexible tax policies instead of combining. Giving way to exclusive agreements that can be applied based on needs & further future requests.

War with Cn, is recipe for loss. Conquest is possible with superior capabilities but governing, funding & re-engineering 1.4Bn people & 3.6 million square miles is almost impossible. Esp. after successful conquest. So to wait is a must, if possible reducing one of the above helps

Reducing, replacing or downsizing the inefficient civil service can come with labour & unemployment setbacks that can trigger uproars & protests for any government. The solution is to ease civil servants into redundancy by allowing them work 3 days a week.
