I always thought this study took a lot of guts to publish. Stating that some groups had it better than others discrimination-wise and they still did worse, and then ascribing that to their unimpressive personalities in 2019 seems like a death wish. It's an interesting article:

Making government more efficient & effective should be the goal for both parties. I'm glad Elon is talking about it. The impact of a policy/program is determined by how well it's implemented not by how nice it sounds in principle. And for effective implementation, we need efficient & effective government. Seems obvious.
