Not signing a bill is not automatically a veto. There are three outcomes: 1. President signs it It becomes law. 2. President does nothing for 10 days, excluding Sundays If Congress is still in session, it becomes law anyway — “as if he had signed it.” (Congress.gov) 3. President does nothing and Congress adjourns If Congress adjourns in a way that prevents the bill from being returned, the bill dies. That’s a pocket veto. (Congress.gov) A regular veto is explicit: the President returns the bill to Congress with objections. Congress can override that with a two-thirds vote in both chambers. (The American Presidency Project) Clean version: A veto is usually an explicit act. Not signing only works like a veto when Congress adjourns before the bill can be returned. That’s a pocket veto.
