Most financial regulations evolve in layers. Settlement entities, custodians, exchanges, brokers, market makers, liquidity providers, and payment networks rarely become fully regulated at the exact same time. The same happened in FX, derivatives, banking, and even internet infrastructure itself. Regulation is usually imperfect in its first iterations. But institutional markets tend to emerge from progressive legal standardization, not from a regulatory vacuum. The challenge now is how liquidity infrastructure and market structure will integrate into the framework's next phase.
