@MarkHeath45 No. A fundamental requirement for a manslaughter conviction would be that the police caused his death. However wrongly they may have acted, they were not responsible for his injuries, and could not have prevented him dying - these being the unarguable facts and law to the matter.

You claimed ZP failed to fulfill a legal duty to notify the council about his residency of the boat, and may be fined for not doing so. This is incorrect, there is no such duty.

@DanNeidle @ZackPolanski I did read it, and addressed this in my point 3 - it is something your report is wrong about, even if the liable person there is no duty to register for council tax and no possible penalty for not doing so, as per my citations

@DanNeidle @ZackPolanski In summary, ZP did not in any way act unlawfully in not paying council tax, not informing the Council, and/or registering to vote. With regards to moral duty, it seems ZP genuinely believed council tax did not apply to the boat - a belief which may still have been correct (8/8)

@DanNeidle @ZackPolanski Finally, even if the boat was his main residence, the Council would have been wrong to bill ZP for council tax if it was his partner who owned it (as per s.7 Local Government Finance Act 1992). We do not know whether this was the case. (7/8)
