"Augmented Geopolitcs" concept rests on a deliberate analogy. Augmented reality does not replace the physical world; it superimposes upon it an informational layer that reshapes how that world is perceived, interpreted and acted upon. Geopolitics is undergoing an equivalent transformation. Territory, demography, energy and military capacity retain their explanatory weight. Yet a computational layer composed of semiconductors, hyperscale data centers, cloud architectures, foundation models and the data flows that sustain them has been superimposed upon the classical spatial order. This layer does not abolish geography. It augments it, in the precise sense that it now mediates how territorial power is exercised, converted, and even understood. Three properties define the concept. I. Superimposition: The computational layer maps onto physical chokepoints such as fabrication plants, submarine cables and the energy grids feeding data centers, but obeys a distinct logic of control, exercised through export licenses, model access and standards rather than through occupation. II. Mediation: Access to markets, to security cooperation and increasingly to knowledge itself passes through algorithmic infrastructures owned by a small number of states and firms, so that interdependence becomes conditional on position within the layer. III. Cognition: Whoever supplies the models supplies the categories of interpretation. Each technological pole exports not merely hardware but a regime of knowledge production, an architecture of meaning. States that think with the models of one pole come to read the world through the concepts of that pole. That is the danger I have conceptualized as epistemic dependency. Technopolarity names the structure of the system. Augmented geopolitics names the mode through which power operates within it. In 2026 the concept ceased to be an abstraction, because the technopolar order acquired institutional addresses. Pax Silica, launched by the United States Department of State in December 2025, reached 24 signatories by its second summit in June 2026, including the European Union, Germany, India and Kazakhstan. On 16 July 2026, 29 states signed the founding agreement of the World Artificial Intelligence Cooperation Organization in Shanghai. The poles now possess names, charters and addresses. The resulting alignment is not measured in bases or missile deployments. The loyalty test of the augmented order asks in whose data centers a state's information is processed, whose stack underpins its administration, and whose norms govern its algorithms. Nor are the blocs sealed. Kazakhstan signed the Pax Silica Declaration in June and weeks later stood among WAICO's founders, demonstrating that the augmented order permits graduated alignment rather than the absolute fidelity of the Cold War. But infrastructure choices harden over time into dependencies that are difficult to reverse. In my latest piece for @DailySabah, I discussed "epistemic dependency" in action. I started with the question; "Why does an indigenous model matter so much?" The answer is related with the very nature of “dependency” itself. Energy dependency is visible: Pipelines can be mapped, contracts can be renegotiated, suppliers can be diversified. Technology dependency is measurable: chips, licenses and patents leave a paper trail. Epistemic dependency, in contrast, is largely invisible, and precisely for that reason it is far more insidious. The threat is graver than it first appears, because the deepest information harms of the generative era do not occur at the moment of output. They occur at the moment of training. If a foundation model ingests falsehoods, distortions, selective archives or fabricated historical claims, it does not merely repeat error; it industrializes it. Defects at the foundation do not remain at the foundation. They travel into every downstream application that treats the model as authoritative, from search to education to journalism, and a “lie” that enters the training corpus can reemerge as machine-readable orthodoxy. Amplification and generation may be legally distinct categories, but they converge in effect: both determine the epistemic conditions under which entire publics reason. This is also why an indigenous large language model is never merely a linguistic achievement. A model trained on a nation’s own corpus does not simply translate a mother tongue into vectors; it translates a nation’s culture, values, traditions, history, collective memory, future expectations and even its feelings. Proverbs, idioms and the emotional grammar of a society are either encoded faithfully or flattened into someone else’s approximation. In the technopolar world, a country’s true and annotated story can only be told through a national, indigenous model. Everything else is a story told about her, not by her. Technopolar Lexicon III: "Algorithmic Coercion" The third concept in the series names a new instrument of pressure for the technopolar world. Algorithmic coercion is the use of algorithmic systems, platforms, foundation models and compute infrastructures to constrain the choices of states and societies without kinetic force. It is not soft power, because nothing is voluntarily chosen when the menu of visible options is curated upstream. Nor is it a sanction, because the chokepoint here is not the transaction but the thought. It operates through four mechanisms: visibility control, dependency leverage, predictive conditioning, and standard capture. None of them announces itself as coercion, and that is precisely the point. Every kinetic confrontation is now preceded by a confrontation over its meaning. Algorithms distribute the frames before the first missile flies. Narrative is the terrain; the algorithm is the artillery. In the technopolar world digital autonomy is not technological nationalism, it is coercion resistance. Coercion that cannot be named cannot be deterred. Now it has a name.

Technopolar Lexicon, 2: "Technopolar World" The technopolar world is an international order in which the primary axis of power runs through technology rather than territory. Its poles are defined not by armies and alliances alone but by control over compute, data, foundation models and the platforms through which societies perceive reality. The new bipolarity is fought not over territory but over compute, not with divisions but with data centers, and its deepest battlefield is cognitive. This bipolarity is no longer theoretical. It now has institutional form: Pax Silica, the United States led coalition formalized in Washington in December 2025 to organize chips and AI infrastructure among trusted partners, and WAICO, the World AI Cooperation Organization founded in Shanghai in July 2026 by 29 states under China's lead. Two capitals, two architectures, one contest. States that build no capacity of their own will not choose between them; they will be perceived, narrated and governed through infrastructures owned by others.

We are pleased to announce the successful conclusion of the SECURE-CS project. @CivilSocietySec Over the course of two years of international cooperation, the SECURE-CS project — Civil Society Initiatives Strengthened with Information and Data Security — has worked to strengthen the digital resilience of civil society organizations, youth workers, and educators across Europe. Technopolar Lexicon, 1: Epistemic Dependency I am starting a series of short entries on the concepts I have developed in my research on artificial intelligence and statecraft, most recently in my book Cognitive Diplomacy and Digital Autonomy (Springer, 2025) (link.springer.com/book/10.1007/9…). The first is "epistemic dependency". Epistemic dependency is the quietest form of dependency in the technopolar world. A state can secure its borders, its energy and its supply chains, yet still outsource the very infrastructure through which it knows, narrates and perceives reality. When knowledge production runs on foreign compute, when strategic narratives circulate through foreign platforms, and when perception itself is filtered by foreign algorithms, sovereignty of territory without sovereignty of perception remains incomplete sovereignty. This is why I treat digital autonomy not as an industrial policy preference but as a condition of statehood in the technopolar age. Data sovereignty, algorithmic capacity and hardware autonomy are the three pillars through which states can reclaim the infrastructure of their own perception.
