@PabloSabbatella @donnoh_eth Agree that 9/12 to execute is too demanding. ZKsync Security Council accounts for this with a 12 hour "soft freeze" that can be executed with 3/12, giving enough time to assess next steps (emergency upgrade or 7 day "hard freeze").
