Tukaram Mundhe, IAS, is doing what he is supposed to do and performing his responsibility. Nothing less and nothing more. He is not doing anything extraordinary. Yet, it feels so unusual. This is a manifestation of the fact that honesty and strong work ethics have become rare in the Indian bureaucracy.

Chhattisgarh has quietly achieved something noteworthy in its bureaucracy. After the latest administrative reshuffle, 12 of the state’s 33 districts are now headed by women IAS officers as Collectors. The latest appointments are: • Jayshree Jain: Sakti • Tulika Prajapati: Kabirdham • Tanuja Salam: Mohla-Manpur - Ambagarh Chowki The other districts with women Collectors include Kondagaon, Bemetara, Narayanpur, Balod, Surajpur, Sarangarh-Bilaigarh, Balrampur-Ramanujganj, Manendragarh-Chirmiri-Bharatpur and Korea. What makes this interesting is that the figure is higher than the 33% benchmark often discussed in the context of women’s representation. In a state with 33 districts and large tribal, forest and geographically difficult regions, putting women officers in charge of more than one-third of the districts is a significant administrative shift.

All these data have been released on the official website of PM Cares. There doesn't seem to be anything wrong, when there is already transparency regarding the fund. The fund will be used in any future national level disaster and emergency. For state level disasters, like flood, the Union Government has sufficient funds.

Himachal Pradesh is considering something quite unusual in Indian bureaucracy: cutting the sanctioned strength of IAS, IFS and IPS officers. The proposed numbers are striking: • IAS: 153 → 130 • IFS: 118 → 83 • IPS: reduction proposed, exact figure not final yet CM Sukhvinder Singh Sukhu says the state may actually need only around 100–110 IAS officers, but the government is seeking a smaller initial reduction of 23 posts. Why does this matter? Because the cost of an All India Service officer is not limited to salary. The state estimates that salary, DA, attached staff and other perks can cost roughly ₹40–50 lakh per officer annually. The government estimates the broader exercise could save up to ₹200 crore a year. There’s another interesting part: Himachal currently has 20+ IAS officers and more than a dozen IPS/IFS officers on deputation, while some officers are also occupying non-cadre positions. It is whether governments should routinely expand administrative structures or periodically ask a much harder question: How many officers are actually required to deliver better governance? Himachal may be setting an interesting precedent for other financially stressed states.
