Heads up: the latest Visual Studio installers install the 3.1.100 .NET Core SDK and wipe out the 3.0.100 SDK, so this may break anything with a global.json. Use the new "roll forward" behavior options in 3.x to fix this. Here's an example of a break and a fix:

Thank you #Sitecore for this in 9.3 "We have implemented fault tolerance to the index rebuild process. Temporary infrastructure hiccups no longer make the rebuild to stop and it will now retry automatically. After a restart, the rebuild process now resumes where it left off."
