Diocletian did not free the Roman farmer. He nailed him to his dirt. The year: 332. You farm a plot in Gaul. You have worked it for a decade, and you owe the state a tax measured not in coin but in your body and your soil. Constantine issues a decree: any coloni who flees his land must be returned in chains, and the man who sheltered him pays the runaway's taxes as punishment. You are now legally welded to the field. Your sons inherit the welding. Why did this happen? Rome had spent two centuries debasing the denarius, clipping and diluting the silver until Aurelian's coins carried maybe five percent of the metal Augustus minted. Prices exploded. Diocletian answered inflation he had caused with his Edict on Maximum Prices in 301, which fixed the cost of everything from wheat to lion pelts and threatened death for merchants who charged more. Goods vanished from the market. Naturally. A wrecked currency wrecks tax collection. The state stopped trusting money and started taxing in kind: grain, labor, warm bodies attached to productive land. The capitatio-iugatio system assessed each man and each measured plot together. Move the man, and the tax base moves with him. The bureaucrat cannot have that. Freedom of movement died to protect a revenue spreadsheet. The free tenant of the second century became the bound serf of the fifth, and the manor of medieval Europe grew directly out of this fiscal panic. You were told feudalism arrived when Rome fell. It arrived while Rome still stood, wearing a tax collector's toga. Every serf of 800 AD was paying, in his lost liberty, for an emperor's counterfeiting habit seven generations earlier.
