When ETH is sent on Ethereum mainnet, the funds are controlled by whatever exists at that address on Ethereum itself. If there is no deployed contract or no accessible private key controlling that address on Ethereum, the ETH is effectively inaccessible. A contract deployed on Base has no authority or ability to interact with assets that exist on Ethereum mainnet, because smart contracts cannot directly control accounts or balances across different chains.
