Let's also repeat the obvious: China is run, its AI included, by a one-party dictatorship where AI’s first and foremost function, going down to the basics, is to keep the Party safe. What's better than the whole world using Chinese AI? 📌 Training data, data mixtures and RLHF process are undisclosed. You cannot audit what the model was taught to say or omit. Documented behaviour on Taiwan, Xinjiang, Tiananmen and Chinese leadership shows alignment to Party positions baked in at training. 📌 Prompts are intelligence even without unpublished papers. A stream of queries from a research group reveals direction, timing, gaps and interest; classic collection material. Finnish universities in the Arctic, quantum, 5G/6G, and dual-use fields are precisely the targets for which EU research-security guidance was written. Right now, biomanufacturing is for sure an area Chinese intelligence is looking at. I have more, but for Europe’s sake, there has to be another way besides China’s open models or Copilot, which, I admit, is pretty bad.

I am firmly in favour of the West reducing its dependence on China – quickly, seriously, and yesterday. And the honest answer is that this works best under US leadership. Nobody else has the market weight, the tech chokepoints or the alliance architecture to make de-risking bite. Pax Silica is the proof of concept: a US-anchored supply-chain compact that Japan, European countries, Australia etc. have joined. But here is the problem. The same Washington that asks allies to align on China treats those allies as a second tier – to be tariffed, questioned, and disciplined – while Trump reserves its deference for Beijing and Moscow. Leadership that is contradictory in aim, bilateral in method and transactional in loyalty is hard to follow and harder to trust. Europe (and other allies) therefore faces an awkward situation: align with the US on China while hedging against the US on many other fronts simultaneously. De-risking from China remains right. But the US must decide whether it wants followers or clients. Only one of those builds a coalition.

Prosecutors in Keelung say the defendants knew the companies’ strict export controls, then colluded anyway for “enormous profit.” The servers carried Nvidia hardware banned from China under U.S. rules since 2022. Taiwan is the world’s top maker of the advanced chips that power this hardware. This is not a compliance glitch. It’s Beijing’s demand for computing power it cannot buy legally, routed through the one democracy that still builds the critical components. I found a Chinese-language government notice revealing that an official PRC delegation was scheduled to enter a USDA research facility and pursue the “utilization and cooperation” of genetic resources held inside. The American organization arranging the visit never disclosed it publicly. Beijing did. Who was opening the door? The planned access led me to the U.S.-China Green Institute—a little-known nonprofit founded by former U.S. Ambassadors Terry Branstad and David Adelman and China-focused financier Jonathan Krane. Beijing calls Branstad Xi Jinping’s “old friend.” Weeks before the planned USDA visit, Krane’s investment firm was still majority-owned by CICC USA—indirectly owned by China’s sovereign wealth fund. The Institute also signed a “historic” agreement with a foundation created and overseen by CPAFFC. The State Department says CPAFFC is tasked with co-opting governments and “malignly” influencing American leaders. In plain English: a CCP influence front. The biosecurity threat is not hypothetical. Chinese nationals have already been prosecuted for stealing proprietary American seeds and smuggling a crop-destroying fungus for work inside a U.S. laboratory. Yet former U.S. officials and a financier tied to Chinese state money quietly helped an official PRC delegation seek entry to a federal research facility. Did they get inside USDA? What did they access? Who approved it?

用錢買寫讃好的新聞，卻縮減福利開支， 天花亂墜自欺欺人，欺騙不了世界，苦了香港人。 馮晞乾的十三維度：「特區政府記者」的薪水 一位曾在香港從事新聞工作的朋友，昨天傳來政府最近批出的外判合約資料，沒加任何評語，但一切已盡在不言中。招標部門是政府新聞處，項目叫「為政府新聞處－數碼媒體組提供數碼媒體記者服務」，服務內容如下： 「承辦機構須在12個月合約期內提供最少1名數碼媒體記者，為政府新聞網採訪新聞；撰寫稿件、特寫、圖片說明、短片旁白和相關資料；製作短片；為短片配旁白；以及在有需要時作現場報導和擔任播報員，供政府新聞網及其社交媒體平台發放。」 工作量看來不小，在從前未有AI的時代，沒四五個人的團隊似乎是做不來的。這樣一份合約，香港納稅人本年度要付3,243,420元埋單。先不講是否物有所值，我看了政府公布的資料後，發現兩個有趣的地方，或許值得談談。 其一是公司註冊地址。得標者叫「八方多媒體集團有限公司（8 Multimedia Group Company Limited）」，「集團」二字予人大企業的聯想，但一看登記地址，原來只是居屋住宅單位，在屯門兆康苑兆豪閣x樓x室——政府網站有完整公開地址，但為免誤墮定義不明的所謂「起底罪」法網，我自行隱去了樓層室號——反差之大令人失笑。順帶一提，政府公布的「八方」地址，中英文版的樓層各有不同，這個錯誤不知是有心抑或無意。 香港小公司用住宅地址登記，方便又省錢，其實也很常見。但當這地址是承接政府三百多萬元多媒體記者服務的「集團總部」時，畫面就變得有點超現實地滑稽：一邊是客廳臥室晾衫架，一邊是為政府新聞網製作短片，甚至出鏡報道的專業團隊。何況準確點講，這家註冊於住宅的「多媒體集團」，承接的不只是今年那區區三百萬元政府合約，因為它由2022年開始已連續五年中標，歷年合約金額已達港幣16,956,600元。 翻查政府公開資料，我發現服務合約在2023年開始有一個微妙的調整——這就是第二個有趣的地方。2022年，「八方多媒體集團」首次承接港府的記者服務合約，金額為港幣2,430,060元，合約註明「在12個月合約期內提供4名數碼媒體記者」，為政府新聞網採訪和撰寫新聞稿，並製作短片。若4個記者平分240萬，月薪達5萬，儘管已比香港大多數記者高，也不能說很不合理。 耐人尋味的是到了2023年，服務內容不變，中標者同樣是「八方」，但合約僅要求「提供最少1名數碼媒體記者」，而不是4名記者。人手要求降低了，合約金額卻不跌反升，增至2,721,120元。自此八方獲得的政府合約，金額屢創新高，2025年更達4,635,660元（到今年才回落至三百多萬），要求同樣是「提供最少1名數碼媒體記者」。 八方到底提供過多少個記者給政府，我沒資料評論，只有三個疑問：一、政府既已下調人手要求，服務又大同小異，為什麼反而加大合約金額？二、政府新聞處去年向一家多媒體公司支付逾460萬元（其實同期還有另一家媒體公司中標，一樣以住宅地址註冊），請至少一名記者做一年，真的物有所值？三、2023年以來，AI日趨普及，不管短片製作、圖片說明或撰寫新聞稿，幾乎都能一鍵生成，「一人新聞台」早就不足為奇，那麼八方每年為政府提供的服務，是否僅靠一兩人就可完成呢？ 一家在居屋住宅登記的不知名小公司，五年來從政府賺了近1700萬元，如果只由一兩個人吃掉整個餅，都幾和味。不禁想起2023年4月，財政司副司長黃偉綸出席「恒大商業新聞獎」頒獎禮時談及記者前景，稱入行初期雖較辛苦，但努力工作可享「有尊嚴嘅生活」，收入屬合理中產水平，又反駁記者生活「很淒慘」的說法。如果黃偉綸指的是特區政府這類外判記者，也的確沒有說錯。 近五年政府批出的多媒體記者服務合約資料： pcms2.gld.gov.hk/iprod/#/scn002… 相關文章 曾德成在罵誰 patreon.com/posts/156071888 前員工爆料揭「有償新聞」運作 patreon.com/sefirot/posts/…
