When Putin took over power in Russia and they wanted to deal with hardcore extremists in Dagestan, it was a scorched to earth tactics. Their homes and loved ones were bombed into rubbles in other to crush their will to keep hostages and continue fighting Russia. China did the same in Xinghang.
