Almost every single person on Earth lives with rats. Only 5 million people out of 8 billion live rat free. They are the Albertans. Alberta is the only significantly human-inhabited place on Earth that is rat free. It achieved this in the 1950s as rats invaded from the East, by introducing a rodent surveillance state, obliging every citizen of the province to report them and terminating any sightings with extreme prejudice. They laid 63,000 kg of arsenic across a 600-kilometre-long, 29-kilometre-wide Rat Control Zone along the province's Eastern border. Back then, rats were so unfamiliar in Alberta that officials distributed preserved rat corpses to teach people what the enemy looked like. One pest-control officer held public meetings at which he ate warfarin-soaked oatmeal to show it was safe. And it worked! They held rats off and numbers remained so low that the surveillance and eradication system could keep numbers at essentially zero for years, at extremely low costs – Alberta spends about 11 cents per resident on rat control measures, much less than neighbouring provinces that are infested. Today, Albertans have grown so unfamiliar with rats that they frequently mistake squirrels, gophers, and other small animals for them: of 875 reported sightings in 2025, only 47 turned out to be actual rats. Pet rats are banned, vehicles entering Alberta are checked, and sightings are responded to with overwhelming force. Could the rest of the world manage it? Probably not. What everyone is missing about Chinese decentralisation, is that Chinese decentralisation is unlike decentralised governance elsewhere. The CCP is sovereign and supreme, and does not jostle with competing elite constituencies with their own zero-sum interests. Provincial governors are appointed from within the CCP, and are loyal to it. This allows the CCP to confer a high degree of administrative freedom for governors to act best accordingly to local information signals, for maximal efficiency. This is similar to how militaries with strong institutional cohesion can allow for a degree of operational freedom and risky initiative-taking, because aside from a confidence in officer competency, top brass do not fear that their junior officers would abuse their command for personal gain and prestige *at the expense* of operational considerations.

China’s Debt Machine Has a Long Runway wsj.com/world/china/be… This is a very good summary by @greg_ip, on WSJ, of China’s attempt to dominate manufacturing through debt-fueled expansion — a point others have also been circling around for some time. My view is this: China’s debt-driven investment machine will run far longer than most people expect. Why? First, the Chinese state can absorb and redirect national wealth — including private wealth — through its control of banks, capital markets, credit allocation, and the entire financial system. Beijing can force-feed money into industries far longer than any market-based economist believes possible. Second, China does not operate as a market economy. This is not about profits. Beijing sees manufacturing dominance through an ideological and geopolitical lens. It wants control. Once China has crushed enough competitors through overcapacity, price wars, and exported involution, it will reap the harvest. Economically, it will dictate industry terms and eventually jack up prices — exactly the way this has played out domestically. Geopolitically, it will turn industrial choke points into weapons. We have seen this movie before. That is why market economies have no choice but to defend themselves now. Waiting for China’s “unsustainable” system to collapse is not a strategy. By the time it collapses, your manufacturing base may already be dead. Or China may already be in harvest season after your collapse — and by then we will have moved on to a very different script.
