Immigration fraud by Indians is happening with every single immigration avenue. Here’s a case involved the EB-5 immigrant investor visa. 👇 Orlando man Karamchand “Raj” Doobay sentenced to more than 12 years for defrauding immigration investors and RV park buyers. Doobay (of Orlando) ran the Florida Gateway Regional Center, an approved EB-5 vehicle. From roughly 2011–2016 he solicited foreign/immigrant investors for “Senior Premier Living,” a purported retirement/senior living community in Jasper (Hamilton County, along I-75). Investors were told their capital would fund development, renovation, and construction that would create the required U.S. jobs for EB-5 conditional permanent residency / green-card eligibility. Instead, Doobay diverted large portions of those immigrant-investor funds: • to pay earlier victims in his separate RV-lot scheme (classic Ponzi rotation), and • for personal use (one documented example: a $190,000 withdrawal of immigrant-investor money in October 2014). The project never delivered what was promised to the EB-5 investors. Through Florida Gateway Resort, Doobay (2009–2015) sold the same subdivided lots multiple times to different buyers, guaranteeing returns of 9–41%. He failed to disclose prior sales of the identical lots and did not deliver proper deeds/titles. Outcome (March 1, 2018, U.S. District Judge Timothy J. Corrigan, Middle District of Florida): • 151 months (12 years + 7 months) in federal prison • Restitution of $8,663,264.58 to 85 victim-investors • Forfeiture of properties used in the schemes He pleaded guilty in January 2017. Investigators noted he continued soliciting and defrauding victims even after his 2015 state arrest.
