The consensus view is that America has done a much better job than Europe at this, but why? A big part of the reason is the scale in relation to native births. In 1907, the peak immigration year of the Ellis Island era in America, births were 2x the number immigrants. Integration, although difficult, was achievable because native cohorts were comparatively much larger. Legal immigration has remained much smaller than annual births in America. By contrast, annual immigration to Spain has been an astonishing 5x the number of annual births, proportionally ten times the Ellis Island peak. A number of EU countries are seeing migration rates almost as high. It is simply not possible to integrate so many immigrants, when native cohorts are comparatively so small. Mass migration at that scale will feel a lot more like replacement. For immigration to be successful, native fertility has to be much, much higher.
