A high-agency system mutates its rules locally and iteratively. A brittle system asks the obsolete plan what reality is allowed to mean, centrally and linearly.
Brittle systems lack intermediate grammar for transition states. They can't act during a phase transition because they can't adapt their internal ruleset to changing conditions mid-transition. That's why they are so easy to defeat through controlled chaos.
