@goose_herder @ChurchillTrust Yes, without a doubt. ACCHOs do much of this already (without adequate funding). GPs working in Aboriginal and Torres Strait Islander health are Deep End GPs, I think.

You'll notice that what I'm arguing for - because *all* evidence points this way - is properly funded primary health care - relationship-based, continuity over time, comprehensive. ACCHOs do this well, though all of primary care could do so much more with proper funding.
