Every day, I witness resilience, ambition, and untapped potential; people too often reduced to beneficiaries of aid, yet truly partners in shaping their own future. As a leader, my role is to ensure their voices are heard where it matters most; because this is not just a humanitarian issue, it is a systems challenge. The shift we need is clear: from aid to agency, from containment to inclusion. This is where Kenya’s SHIRIKA Plan and GISEDP offer real pathways, reimagining Dadaab as an integrated municipality, where refugees and host communities can contribute, produce, and thrive. In Addis Ababa, the Democratic Republic of the Congo and Rwanda, together with UNHCR, renewed their shared commitment to voluntary, safe & dignified refugee returns. The ministerial Tripartite Commission adopted a new 2026–27 roadmap to strengthen repatriation, reintegration & support for refugees rebuilding their lives. As momentum for peace grows in the Great Lakes region, resolving long-standing displacement is not only a humanitarian imperative—it is an investment in stability, recovery & durable solutions. These efforts build on recent political progress, including the Washington accord and the Doha process, with appreciation for the continued support of the African Union.
Yesterday in Dadaab, World Refugee Day was not just commemorated, it was lived. Amid cultural performances, football matches, market stalls and a striking fashion showcase, resilience was on full display. Each moment told a story of people who, despite loss, refuse to be defined by it; people who are building, trading, creating, and shaping their own futures. Here, the message “Until everyone is safe” takes on a deeper meaning. Safety must go beyond protection; it must be about dignity, inclusion, and opportunity. It must mean access to markets, services, and decision-making spaces. It must mean recognising refugees not as beneficiaries, but as partners and contributors. In Dadaab, this shift is beginning to take shape. Through the #SHIRIKA Plan and the ambition of #50by35, we are seeing the contours of a different future; one where refugee settings evolve into integrated municipalities, where refugees and host communities grow together, share responsibility, and co-create solutions. But frameworks alone are not enough. What is required is a collective shift in mindset; from working for refugees to working with them, from parallel systems to inclusive ones, from burden to possibility. Because lasting change will be defined not by assistance, but by shared ownership. Earlier this week in Dadaab, I had the honour of receiving delegations from Humanity & Inclusion (HI) and the Danish Refugee Council (DRC), two partners whose sustained presence and principled engagement continue to shape protection and inclusion outcomes for refugees and host communities in one of the world’s most protracted displacement contexts. Dadaab today faces complex, overlapping challenges: chronic underfunding, camp congestion, climate‑induced shocks, deteriorating infrastructure, rising protection risks, and growing psychosocial distress driven by prolonged uncertainty. These pressures are compounded by a large population of women and children, youth, older persons, persons with disabilities, survivors of violence, and individuals living with less visible vulnerabilities, whose needs too often remain under resourced. In discussions with Margaret Nguhi, HI Country Director, and Marie‑Cécile Turner, Regional Director for Central, Eastern and Southern Africa, we reflected on HI’s critical work, from physical rehabilitation, provision of assistive devices, and functional therapy, to disability inclusion mainstreaming and community‑based psychosocial support. We agreed on the urgent need to scale up Mental Health and Psychosocial Support (MHPSS), particularly for refugees experiencing trauma, social isolation, and long‑term dependency. Equally important is strengthening support for older persons and people with unseen or multiple vulnerabilities, whose dignity, autonomy, and care are increasingly strained by service gaps and resource constraints. My engagement with Simon Nzioka, DRC Country Director, and James Curtis, Executive Director for East Africa and the Great Lakes, underscored the centrality of high quality protection services at a time when humanitarian financing continues to shrink. DRC’s work in Dadaab, including protection monitoring, legal assistance, child protection, GBV prevention and response, and community‑based protection remains vital as risks related to documentation, movement restrictions, negative coping mechanisms, and violence persist. We reaffirmed the need to protect quality, accountability, and access, even as we adapt to fiscal realities. Looking ahead, we must collectively improve inter‑agency coordination, invest in data and evidence to better target limited resources, and strengthen community engagement, ensuring affected populations are agents of change rather than passive recipients. As we advance the implementation of the SHIRIKA Plan and the continued rollout of the GISEDP, deeper collaboration, inclusion, and innovation will be essential to navigating today’s constraints while laying the foundations for more sustainable outcomes. This week, UNHCR Dadaab hosted a diverse private sector delegation in Dadaab, bringing together representatives from financial institutions, higher education institutions, private foundations, and leaders from the aviation industry. The visit provided an important opportunity to explore shared value partnerships that can support sustainable economic inclusion for refugees and host communities, while aligning with Kenya’s national development priorities. The engagements were guided by the SHIRIKA Plan, Kenya’s transformative framework that seeks to transition refugee camps from reliance on humanitarian assistance into self‑sustaining economic ecosystems, integrated within county and national economies. Conversations were also anchored in the Garissa Integrated Socio‑Economic Development Plan (GISEDP) and the evolving strategic direction of the Dadaab Municipality, ensuring coherence between refugee response, local development planning, and private sector engagement. A key component of the visit involved field‑based site visits and direct engagement with refugees. Delegates met refugee entrepreneurs, students, artisans, and community leaders to better understand lived experiences, aspirations, and the practical constraints faced in accessing finance, education, skills development, and markets. These exchanges were critical in grounding investment discussions in real-world opportunities and challenges, and in highlighting the resilience, talent, and entrepreneurial potential that already exists within Dadaab. Through these interactions, the delegation gained insight into the breadth of opportunities across sectors such as financial inclusion, higher education pathways, skills and workforce mobility, logistics and aviation connectivity, renewable energy, and local enterprise development. Importantly, the discussions demonstrated how refugee and host community inclusion is not only a social imperative, but also an economic opportunity that can deliver measurable returns when supported by the right policies and partnerships. Private sector investment remains a crucial accelerator for advancing this agenda. In close collaboration with the Government of Kenya, county authorities, development partners, and humanitarian actors, we are working to strengthen the enabling environment required for responsible investment, innovation, and long‑term sustainability. The project will culminate in a major television documentary to be broadcast nationally on SBS, bringing global attention to the realities of displacement, the resilience of refugee communities, and the life‑saving work being carried out on the ground in Dadaab. At a time of severe global funding constraints, this initiative offers a powerful platform to highlight both the critical needs and the tangible impact of humanitarian action. The documentary will be hosted by renowned Korean singer and television personality Jang Min Ho, whose involvement is expected to elevate the storytelling, broaden audience reach, and engage new global audiences with the human stories behind the statistics. This week, I was honoured to welcome Ms. Mercy Mwasaru, Commissioner for the Department of Refugee Affairs, on her maiden visit to #Dadaab, a visit of real significance at a time when Kenya’s refugee response is undergoing a profound transition under the SHIRIKA Plan. The visit went beyond formal engagements. It provided an important opportunity to align perspectives on the evolving refugee policy landscape, reaffirm shared responsibilities between national leadership and field operations, and reflect on how SHIRIKA’s shift from care and maintenance to inclusion, self‑reliance, and shared prosperity must be grounded in lived realities to deliver durable and dignified solutions for refugees and host communities. The Commissioner’s engagement with partners through an inter‑agency roundtable further reinforced the spirit of SHIRIKA; collective leadership, coordinated action, and whole of system thinking. Discussions focused on the future of refugee affairs in Kenya, the operationalisation of development‑oriented approaches, and the need for innovation, accountability, and partnerships that endure beyond humanitarian cycles in protracted displacement contexts. For over three decades, Dadaab has stood as a symbol of resilience, solidarity, and international cooperation. Glad to meet Lilian Kagwiria Kieni and the joint delegation from the State Department for Housing and Urban Development (SDHUD) and the State Department for Lands and Physical Planning (SDLPP), the Department of Refugee Services together with UN‑Habitat, during their advance mission to Dadaab–Hagadera Municipality this week. From 16–18 March, the team conducted critical groundwork ahead of the upcoming land conversion and regularization exercise; a milestone for Garissa County as we work toward transparent, community-owned land governance. Dadaab–Hagadera sits on unregistered community land, a tenure system shaped by pastoralist traditions but one that has limited development investment, complicated boundary clarification, and contributed to land-use disputes. The planned conversion will support orderly development, stronger local institutions, and greater donor and investor confidence, ensuring benefits for both refugees and host communities. I appreciated the team’s engagement with county leaders, community elders, and municipal officials as we prepare for the formal community consultations beginning 23 March 2026. This work aligns with Kenya’s Refugee Act (2021) and the Shirika Plan, strengthening integration, social cohesion, and equitable access to opportunities. This week, we officially launched the construction of Ifo 2 Secondary School; a major step toward addressing the acute shortage of secondary education for the rapidly growing refugee and host community populations in Dadaab. As of 28 February 2026, Ifo 2 refugee camp hosts 79,702 refugees and nearly 2,500 members of the host community, with 68.5% under the age of 17. This reality highlights the urgent need for equitable, quality education as a pathway to protection, empowerment, and long-term solutions. Currently, students walk 8–10 km to reach secondary schools in Dagahaley and Ifo 1 refugee camps. Those without relatives in those locations commute daily on foot, facing physical, emotional, and protection risks that undermine attendance and learning outcomes. The new public day secondary school in Ifo 2 will be built in phases, beginning with a four-classroom block, science and computer labs, latrines, an administration block, and a perimeter fence. The school will be fully government-registered and managed in collaboration with the Ministry of Education, under the Shirika Plan/GISEDP approach, ensuring sustainability and shared ownership. It will serve both refugees and host community children, strengthening social cohesion. Completion is envisioned for December 2026. This development also supports the transition of Grade 10 learners from the existing public primary schools: Equator, Hilaac, and soon Mwangaza; which are already at full capacity with over 6,000 learners. 📚💻 Advancing Girls’ Education & Digital Inclusion in Garissa This week, I had the privilege of witnessing firsthand the transformative power of education and the profound impact that equal opportunity can have on a young person’s future. At NEP Girls High School in Garissa town, 150 refugee students are currently enrolled and learning side-by-side with Kenyan nationals. What truly inspires me is the school’s philosophy that every student is simply a student. There is no distinction, no separation; just a shared commitment to learning, growth, and excellence. This inclusive environment is exactly what empowers girls to dream beyond limitations. UNHCR continues to prioritize access to quality education for girls, recognizing that when girls learn, families thrive, and communities progress. NEP Girls High School embodies this vision. Refugee learners here receive extra support in both Kiswahili and English, enabling them to strengthen their language skills and confidently compete at the national level. This is not just academic support; it is empowerment, confidence-building, and an investment in long-term resilience. On behalf of UNHCR Dadaab, I was blessed to donate five laptop computers to the school to enhance their ICT and digital learning programmes. As the world continues to digitalize at an unprecedented pace, ensuring that girls; especially refugee girls gain exposure to technology is not optional; it is essential. These laptops will support the school’s computer and technology classes, helping students build critical digital literacy skills. From mastering basic computer use to exploring coding, research, and online learning tools, technology opens doors to limitless possibilities. It prepares them for the future workforce, expands their access to global knowledge, and strengthens their overall academic performance. By equipping them with digital tools today, we are helping them shape the tomorrow they deserve; one where they can innovate, lead, and contribute meaningfully to society. Today, I had the privilege of engaging the faculty and students of Garissa University. Being in the presence of young souls alive with wonder, dreamers carrying quiet courage, and future leaders whose hope for tomorrow felt almost luminous in the room. My public lecture carried a title that has echoed in my own reflections for years: “The Refugee Situation in Dadaab, Kenya: What is the Future? Where Are We Going? A Journey Toward Refugee Empowerment.” Standing before them, I felt again the weight of a question that refuses to fade. How do we move from merely hosting refugees to truly empowering them? For decades, the Dadaab narrative has been framed through the language of humanitarian response; care and maintenance, temporary assistance, basic needs. Yet time has rewritten the script. What was intended to be temporary has matured into a generational reality. And with that, our thinking must evolve. Our imagination must expand. Our systems must shift. I spoke of the quiet but powerful transformation already unfolding; a transition from viewing refugees as passive recipients of aid to recognizing them as agents of progress, innovators, workers, entrepreneurs, and leaders within their communities. Every day, a new story emerges in Dadaab’s vast landscape; businesses thriving in the markets of the camps, youth teaching digital literacy in community innovation hubs, women pooling savings to build economic independence, and thousands of students pursuing education not as charity but as a gateway to dignity and opportunity. The road ahead must be anchored in social and economic inclusion; access to skills, digital connectivity, financial services, documentation, and opportunities that enable refugees to participate meaningfully in Kenya’s evolving social and economic fabric. I emphasized partnerships of humanitarian actors, government institutions, academia, the private sector, and the pivotal role Garissa University can play in generating research, nurturing innovation, and shaping the next generation of leaders from both host and refugee communities. The future of refugee management will not be sculpted by handouts, but by human potential, by policies that unlock dignity, by economies that value contribution over status, by education that expands horizons, and by communities that choose coexistence over fear. Leaving the hall, I carried with me a renewed conviction that Dadaab is not a symbol of displacement, it is a frontier of possibility. The question is no longer “What do refugees need to survive?” but “What do people need to thrive?” The future of Dadaab lies in inclusion, sustainability, and shared progress. By integrating refugees into national systems and aligning with Kenya’s development agenda, we can transform Dadaab into a global model for inclusive growth. This week we reached an important milestone in Dadaab with the first-ever Youth Conference, convened by UNHCR together with partners across the humanitarian–development nexus. This gathering brought together refugee and Kenyan youth, many already leading changes in their communities to shape a shared vision for self-reliance, skills development, livelihoods, and meaningful youth participation in decision-making. Their ideas were bold, practical, and grounded in lived experience. Young people emphasized the need for expanded access to technical and vocational training, digital skills, market-linked livelihood pathways, entrepreneurship incubation, and stronger inclusion in community leadership structures. Others highlighted youth roles in peacebuilding, social cohesion, protection, and climate resilience, critical pillars for long-term stability. A unifying message emerged throughout the conference: When refugee youth are given space, opportunity, and recognition, they don’t just participate—they lead solutions. From climate-smart innovations to local businesses, from volunteer networks to community advocacy, today’s conversations reflected the enormous potential and creativity of young people in shaping the future of Dadaab and their communities. As youth representative Fardowsa stated, “Investing in youth means investing in solutions, and we are happy that UNHCR invited us for an honest and open discussion on youth matters.” The conference reaffirmed our collective commitment to ensuring that youth voices are not symbolic or one-off, but central to program design, strategic planning, and multi-stakeholder collaboration. This aligns strongly with the Global Compact on Refugees and ongoing efforts to expand socioeconomic inclusion and equitable opportunities.
