With greater visibility into the movement of U.S.-funded global health commodities worldwide, USAID OIG strengthens its existing capabilities to rapidly detect and respond to potential diversion, resale, or other corruption that prevents commodities from reaching those in need.
Last week, USAID OIG had the privilege of joining its partners @nabp to brief staff from the House Foreign Affairs Committee on the recently announced Memorandum of Understanding (MOU) between USAID OIG and NABP.

More than 1,000 awards have been transferred from USAID to the State Department. With many of these awards scheduled to end in CY 2026, State may face similar issues managing asset disposition. Addressing these issues could mitigate the potential for fraud, waste, and abuse.
In addition, we highlight the need for closeout audits to strengthen oversight of award recipients and asset expenditures and disposition. It is unclear whether foreign assistance awards transferred from USAID to State will be subject to closeout audits.

In May 2025, USAID OIG initiated a series of inspections looking at USAID Bureau for Humanitarian Assistance (BHA) warehouses in Djibouti, South Africa, and Texas. These warehouses stored a reported nearly $100 million in prepositioned food aid. 🧵
