If the model shifts, the math behind every CapEx plan inside PJM gets re-run. Engineering decisions made on 2025 capacity-payment assumptions are about to age fast.
For utility procurement teams inside PJM, this is not theoretical. Capacity revenue is what utilities count on to recover the cost of new gas peakers, distribution buildout, and reliability hardware.
What this won't do: shorten today's lead times. Section 303 financing builds new factories. Those factories take 24-36 months to commission. The 2026-2028 procurement window is still a fight for existing capacity.
DPA 303 opens federal financing and purchase commitments for domestic manufacturers. Translation: the government is willing to put money on the table to build US capacity for the gear utilities cannot buy fast enough.
The White House just classified transformers, switchgear, and substations as essential under Defense Production Act Section 303. That's the same legal authority used for missile components and microelectronics.
The numbers tell the story but the context matters more. Equipment availability and procurement timelines are the variables most planning models underweight right now.
