Is #Iran halting attacks on its neighbors? 🔹Iranian President Masoud Pezeshkian delivered a televised address on March 7 stating that the Interim Leadership Council had decided Iranian forces should stop attacks against neighboring countries and only respond if attacks originated from those countries’ territory. He also “apologized to regional states” that had been hit in recent days. 🔹Pezeshkian attributed some incidents to lack of cohesion inside the armed forces after the killing of senior commanders and the Supreme Leader. According to him, some units had effectively operated under “fire-at-will” conditions. 🔹The remarks quickly triggered domestic backlash from hardliners and security-aligned commentators, who argued that the speech projected weakness at a moment when Iran is attempting to maintain pressure on the United States and Israel. 🔹The controversy intensified after Donald Trump interpreted the speech as a sign of surrender, claiming that Iran’s conciliatory tone toward its neighbors was the result of sustained U.S. and Israeli attacks and warning that further strikes would follow. 🔹Critics inside Iran argued that Trump’s reaction could encourage additional attacks, particularly before global financial markets reopen on Monday, as Washington might interpret the speech as evidence that its strategy of pressure is working. 🔹A key ambiguity quickly emerged: it is unclear whether Pezeshkian was referring to all regional countries or primarily to the recent incidents involving Turkey and Azerbaijan, which Tehran is particularly cautious about antagonizing due to NATO dynamics and ethnic sensitivities. 🔹Following the backlash, multiple institutions moved rapidly to reinterpret and narrow the meaning of Pezeshkian’s remarks. 🔹The spokesperson of the Iranian armed forces stated that Iran will respect countries that “do not grant ground or aerial access to U.S. or Israeli forces”, reinforcing the long-standing Iranian claim that Tehran targets U.S. military infrastructure rather than host countries themselves. 🔹A senior adviser to the commander of the IRGC further clarified that the condition for halting attacks is that U.S. bases in those countries must not be used for operations against Iran. This formulation effectively keeps the door open for continued strikes. 🔹The commander of the Khatam al-Anbiya Central Headquarters reinforced this line, stating that Iran respects the sovereignty of its neighbors but will continue offensive operations against U.S. and Israeli military targets across the region. 🔹These interventions appeared aimed at “correcting” the impression created by Pezeshkian’s reference to uncoordinated actions, which suggested a breakdown in the command structure of the armed forces. 🔹Senior political figures also moved to contain the controversy. Member of the parliament’s foreign policy committee Alaeddin Boroujerdi urged that the president’s remarks not be misinterpreted and called on political actors to support him. 🔹The president’s office issued a similar clarification, stressing that Iran would refrain from attacks “only if regional states did not cooperate with U.S. military operations”, again emphasizing that Iranian strikes target the sources of aggression. 🔹Pezeshkian himself later posted on X, shifting his tone. Instead of apologizing for attacks, he stated that Iran had not attacked neighboring countries, arguing that operations were directed solely at U.S. bases and facilities used to attack Iran. 🔹This shift from apology to denial highlighted how rapidly the government moved to reframe the narrative after the domestic backlash. 🔹The episode suggests possible tensions between the civilian leadership and the military establishment, which appears to be playing a dominant role in wartime decision-making. 🔹From the perspective of the armed forces, signaling restraint toward the region at this stage risks undermining Iran’s war posture and weakening the pressure campaign against U.S. forces. 🔹Another factor may be Pezeshkian’s personal background: as an Iranian Azeri, he has consistently emphasized maintaining stable relations with Turkey and Azerbaijan, raising the possibility that his remarks were primarily directed at those two cases rather than the entire region. 🔹At the same time, his reference to “fire-at-will” behavior by some units appears to go further than previous acknowledgments of decentralized command structures, effectively suggesting that some military actions may have occurred with limited central coordination. 🔹Unconfirmed reports also suggest that Russia may have proposed that Iran halt attacks on Gulf countries as an initial step toward a ceasefire, although the exact role of Moscow in these discussions remains unclear. 🔹The broader context is a leadership vacuum following the death of the Supreme Leader. The longer the process of selecting a successor takes, the greater the likelihood that contradictory signals and policy disagreements will emerge. 🔹Interestingly, even within the Interim Leadership Council there appear to be diverging positions. The chief justice, who’s also a council member, stated that some regional territories have been used as platforms for attacks against Iran and that strikes against those targets will continue. 🔹This statement directly contradicts the interpretation that the council had decided to halt attacks against neighboring countries, suggesting that consensus within the leadership structure may be weaker than officially presented. 🔹Overall, the controversy surrounding Pezeshkian’s speech highlights the fragility of Iran’s wartime decision-making structure, where civilian leaders, the military establishment, and the interim leadership council may not fully share the same strategic messaging or priorities.
