#ChivayoDonationsDirtyLucre #CommonSenseMustPrevail As debate over tenderpreneur Wicknell Chivayo’s cash and cars donations rages on, it is now becoming increasingly clear that the issue can be viewed from several different perspectives and lens of analysis, making it rather challenging on the face of it to determine whether they are genuine acts of philanthropy or politically motivated actions to serve his ego-tripping, self-interest or a hidden political agenda, or all of these combined. Zimbabweans are engaged in fierce debate over the issue, with some justifying the donations, saying it is his money and he can do whatever he wants with it, as he pleases and that no one has the moral high ground to judge him over it. Some even go further to say those who have received the cash and cars so far are well-deserving recipients because of who they are, or they poor, or in need. A sense of entitlement looms large on some recipients' part. Those who think like this often brush aside the commonsensical counter that if he really wants to help the poor, he should donate to social causes - not individuals - for communities, schools, clinics and hospitals, humanitarian issues, scholarships, public literacy programmes, research, food security, housing, wildlife conservation or environment protection. Take the health and education sectors, for instance. Chivayo's dirty cash could easily be washed, if that is what he wants to do, through social causes than in individual pockets. It would always remain dirty, but some may argue that if it also goes to humanitarian causes then it plays a public interest role; services some common good. Zimbabwe's health sector is particularly in a dire state; in critical intensive care unit. It needs all the help it can get. The health sector relies heavily on donor funding, with about 60% of the budget coming from donors and other external sources. In 2021 and after, government allocated an average 13% of the total national budget to public health funding, a significant increase from the previous years. The health sector got the second largest vote after primary and secondary school education in the 2025 budget. However, despite this bid, the health sector still faces many and big challenges, including inadequate funding, resource shortages, and brain drain. Donors, which is where Chivayo should then come in if ever that should happen in the first place, play a crucial role in supporting the health sector, for example the Health Transition Fund has been instrumental in financing government's health programmes. A significant portion of the health sector funding comes from the Global Fund to which Zimbabwe is both a donor and recipient. Donors provide approximately 60% of funding for Zimbabwe's health sector, especially USAid, the European Union, and United Kingdom. They support HIV/Aids, malaria, and tuberculosis programmes. Donor funding often focuses on specific areas. The Global Fund provides substantial funding for Zimbabwe's response to HIV/Aids, malaria, and TB. The Global Fund, a public-private multi-billion-dollar international financing partnership established in 2002 with the objective of providing performance-based grant funding to assist countries in the fight against HIV/Aids, TB and malaria by dramatically increasing the availability of funding, is critical for the country. These diseases kill over six million people worldwide each year, and the numbers are growing. It is thus a financial instrument, not an implementing entity, relying on local stakeholders at country-level to implement programmes and manage grants. In Zimbabwe the Global Fund activities are coordinated by the Country Coordinating Mechanism through Local Fund Agent, Principal Recipient and Sub-Recipient. The National Aids Council, for example, is a sub-recipient for Adolescent Girls and Young Women (AGYW) programme with Plan International and Zimbabwe Association of Church-Related Hospitals as sub-sub-recipient. Currently Zimbabwe has received funds to support AGYW activities from January 2021 to December 2023. Nac and its SSRs are implementing the project entitled “Towards ending AIDS as a Public Health Threat by 2030”. The Global Fund also provides funding for the health system strengthening initiatives, aimed at improving overall efficiency and effectiveness of the health sector. The downside is Zimbabwe's health sector faces challenges in transitioning from donor dependence to domestic funding. Efforts to strengthen the health system, including improving infrastructure, human capital resources, and supply chain management, are crucial for sustainable progress. The government's commitment to increasing domestic funding for the health sector is essential for reducing reliance on donors and ensuring long-term sustainability. Additionally, organisations like UNICEF have been working closely with the government to improve healthcare delivery and access, particularly for vulnerable populations. Some of the key challenges facing Zimbabwe's health sector include: inadequate funding, resource shortages, and brian drain. That's where Chivayo should come in with his dirty money if at all it should be accepted. Another example. Zimbabwe's education sector is facing numerous challenges that hinder its ability to provide quality education to its citizens. One of the major issues is the decline in public financing, which has resulted in a significant decrease in the sector's budget in real terms. This has led to a shortage of resources, including textbooks, furniture, and infrastructure. Although the Ministry of Primary and Secondary Education got the biggest vote in the 2025 budget, it still faces funding problems, brain drain, with many teachers leaving the profession due to low salaries and poor working conditions, lack of learning materials and high cost of education. This has resulted in a shortage of qualified teachers, especially rural areas. The high cost of education is also a significant barrier for many Zimbabweans. School fees are just too high and are always increasing extortionately, making it difficult for families to afford education for their children. Furthermore, the education sector is also facing serious challenges like infrastructure and resources. Many schools in Zimbabwe lack basic infrastructure, such as classrooms, learning aids, sports facilities, toilets, and laboratories, making it difficult to provide quality education. The Education 5.0 Doctrine, for instance, a new education policy framework, aims to address some key challenges by promoting a more skills-based and innovative education system. However, its implementation faces significant challenges, including a lack of resources and infrastructure. In addition to these challenges, Zimbabwe's education sector also faces problems related to equity and access. Many children, particularly those from rural areas and disadvantaged backgrounds, face significant barriers in accessing quality education. Therefore, they need help from government, private sector and donors. Overall, Zimbabwe's education sector faces many challenges that require urgent attention. Addressing these challenges will require a concerted effort from the government, donors, and other stakeholders, including the private sector. That's where Chivayo should actively play a role, if at all he should, with his dirty money. So the debate of whether Chivayo is right or wrong, or whether the recipients are right or wrong, clearly lacks common sense. Context matters. Chivayo was as broke as a church mouse until very recently when he got access to President Emmerson Mnangagwa through gold baron Pedzisayi "Scott" Sakupwanya. He only made money through political connections via state tenders and contracts; a form of crony capitalism and state capture. Even when he got the corrupt US$100 million Zimbabwe Electoral Commission tender -his major breakthrough as it was a jackpot - he did not even have US$300 000 that was needed to facilitate the deal brokered with the leverage of Moses Mpofu who then brought in his friend Mike Chimombe. Chivayo later refused to pay Mpofu and Chimombe in full, but is donating to all and sundry if he thinks it is in his interest or that of Mnangagwa and Zanu PF. Amid his extravagant lifestyle, characterised by splurging on luxury cars, exclusive designer fashion, and lavish accessories, as well as his megalomaniac donations, Chivayo has also refused to pay US$75 000 to an American consultant he hired for his botched Starlink project. All this scrutiny is important because he makes his money from state tenders, which are usually dodgy and corrupt, and ultimately taxpayers bear the burden of payment. Taxpayers bear the burden of paying for those procurements, particularly as they are usually overpriced, in some cases like in the Zec deal by 30 000%! Given this, the public has a legitimate interest in asking questions because it's their money which he has access to due to political connections, cronyism and corruption. By scrutinising Chivayo, the public is also holding public officials accountable, in this case Mnangagwa and his government. The argument that people should not ask him anything because it's his money is thus ridiculous and silly; it shows a serious lack of appreciation of how governance affairs, public finance management and accountable matrices work. Or that people should not or cannot judge him because they do or cannot help the recipients in need if he doesn't do it. That is worse. It's blackmail. Zimbabweans don't owe those who receive cash and cars from Chivayo - out of need or greed, or both - anything. They are free to receive the dirty money and trinkets, but there are consequences to that: They will be scrutinised because the dirty lucre comes from public funds ultimately. So there is no easy way out of this issue from a public finance management, transparency and accountability perspective. Having said that, public opinion movers, celebrities - most of them washed-out - prominent voices in society, also-rans in failed careers and endeavours in life, musicians, football stars and sports personalities, church leaders and public officials who have been recipients of Chivayo's largesse, proceeds of corruption to be precise, are just a disgrace. Those defending them lack common sense; appropriately speaking they are sick, which means mentally, emotionally, or morally bankrupt, deranged, or even corrupt in their thinking. It may sound rather too harsh, some may say disrespectful, insulting or scornfully abusive. Not really. That's not the intention. Sometimes it is better to call a spade a spade rather than a big spoon. It maybe unpleasant, impolite, or crude, but it helps to drive home a point. Those filthy donations are clearly about self-interest, ego-tripping and political public relations for the benefit of the donor and his benefactors, that is Chivayo and his handlers - the architects of Zimbabweans' poverty and misery in the first place. Chivayo, to his credit, has been candid and clear about this. He is donating in the name of Zanu PF for his own benefit and that of his political benefactors. Nothing complicated here. Is it a crime to support Zanu PF. Of course, it is not. Who said it is? Zimbabwe is a democracy, with all its crude imperfections. Well, it is democratic in form, not substance. But even then everyone has a constitutional right to support a party of their choice, whether that party is corrupt and incompetent as the ruling party is and has been for 44 years now. But then again the choices of those getting the cash and cars have consequences. If one chooses to associate with evil, they must accept that they will be judged accordingly. It's that simple. "All that is necessary for the triumph of evil is that good men/women do nothing." - Edmund Burke. There is no one who has a right to be corrupt or indeed benefit from proceeds of corruption, via a laundromat or directly, and then cheekily ask "is it your money? or it's his money". Those are weird justifications that no serious person should utter when confronted with such a critical societal issue and the attendant moral dilemma. No doubt, the moral dilemma surrounding Chivayo's cash and cars donations from corruption money is objectively speaking complex and multifaceted. To arrive at a fairly reasoned and informative conclusion, we must then ask whether if the donations are for the greater good, if that is a mitigation at all. Donations might be for a noble cause, such as supporting vulnerable communities, funding education or healthcare initiatives, or promoting social welfare programmes as pointed out earlier. Refusing donations may not help anything as it does not address the underlying corruption issue. But accepting the donations could be seen as a pragmatic way to utilise ill-gotten gains for the greater good. In some cases, the donations might be the only available funding source for a critical project or initiative for the common good. However, accepting donations from corruption money can be seen as condoning or enabling corrupt practices. That is why those who have received cash and cars from Chivayo are seen as corruption enablers. This can undermine the moral fabric of society and create a culture of impunity. By accepting donations from corrupt sources, individuals or organisations may inadvertently legitimise corruption and create a perception that corrupt practices are acceptable. Accepting donations from corruption money can also tarnish the reputation of the recipients, potentially damaging their credibility and reputation which is what has happened to those who got Chivayo's dirty lucre. That is the dilemma: To accept or not accept the cash and cars. To critically navigate this moral dilemma, we have to consider the following: Source of the funds, transparency and the agenda or motive behind the donations. Ultimately in the Chivayo case, those with common sense can easily see through the plot as this young interlocutor in this video does with a crystal clear mind, engaging eloquence and coherence, something which many Zimbabweans, including those in enlightened class, are struggling or failing to do on this issue. It's not about anyone trying to be holier-than-thou or a moral knight, but about common sense. But as the old cliche goes, the trouble is that common sense is not always common. Your sensitisation efforts have been inadequate. The public are confused. Day 1 of the currency that you said would come into effect immediately and banks, payment platforms, mobile networks and businesses are a flurry of confusion. You need to step up. 4. Use all languages. Make adverts. Address stakeholders. Get a social media manager. Remember that over 61% of the population live in rural areas. Persons with disabilities must also be catered for. Include everyone. 5. Make sure all addresses by the Governor and live-streamed on your channels and key news houses. Make sure your presentations are also aired on the public broadcaster and on radio. 6. Use infographics. Most people won’t read 100 pages. Summarize your key points in simple lay language that ordinary people understand. Avoid jargon in public communication. 7. Use technology. Set up a WhatsApp bot to address frequently asked questions, give updates and give access to key documents and legislation. 8. Don’t be defensive. Most people are curious and have questions. Respond to concerns. Don’t avoid or gaslight. Set up professional platforms for engagement. 9. Manage your optics. It’s not a good look to have the Governor’s first speaking engagement charged in USD when it’s meant to explain and promote a new currency. 10. Be inclusive. Charging USD100 to unpack a monetary policy statement that has wide ramifications for every person, rich or poor, is not a good look. Take explanations to the public. 11. Avoid ambush. Give fair notice. Engage stakeholders before making policy. Get feedback on realistic timelines for implementation so that you’re not changing timeframes a day after announcement. All the best.🙏🏽
