Here's the structural case for both—and the wildcard that could scramble the outlook. The political environment: #Trump's approval remains in the high-30s to low-40s, historically a danger zone for the president's party. Democrats continue to hold an advantage on the generic ballot. Add persistent affordability concerns and the fiscal and energy fallout from the Iran conflict (Operation #EpicFury), and Republicans face meaningful national headwinds. House math favors Democrats. Republicans hold only a razor-thin majority, and history shows the president's party almost always loses House seats in midterm elections. Around 40 highly competitive districts—particularly in AZ, MI, WI and PA—combined with a growing number of GOP retirements that erase the incumbency advantage, create a structural Democratic edge. The biggest wildcard is redistricting. Following the Supreme Court's Louisiana v. Callais decision, subsequent Voting Rights Act litigation, and potential mid-cycle legislative map redraws in states such as TX, MO and LA, analysts estimate Republicans could gain several additional seats before a single vote is cast. Even so, the ultimate impact remains uncertain and could be outweighed by broader national political trends. The Senate presents a different picture. Republicans are defending 23 of the 35 seats on the ballot, but most are in states Trump carried comfortably. Only a handful of contests are genuinely competitive. Polling averages, election forecasters and prediction markets continue to give Republicans a modest advantage, although recent movement in races such as Alaska, North Carolina and Ohio illustrates how quickly candidate quality, fundraising and campaign dynamics can reshape the outlook. The campaign strategies are clear. Republicans are trying to localize races around immigration, crime and district-level issues. Democrats are nationalizing the election around affordability, inflation, the economic consequences of the Iran conflict and overall stewardship of the economy. Which strategy prevails will depend largely on economic conditions through the autumn. Bottom line: a split Congress remains the most likely outcome—Democratic control of the House and Republican control of the Senate—but uncertainty has increased in both chambers. Redistricting could narrow Democratic gains in the House, while tightening Senate contests could erode the Republican advantage. Neither chamber should be considered settled. SCOTUS Clears Way for Termination of Haiti and Syria TPS #Haiti : On June 25, 2026, the U.S. Supreme Court, in a 6–3 decision (Mullin v. Doe, consolidated with Trump v. Miot), ruled that the Trump administration may proceed with terminating Temporary Protected Status (TPS) for nationals of Haiti and Syria. The Court concluded that the statutory framework governing TPS bars federal courts from reviewing non-constitutional challenges to the executive branch’s TPS determinations. The landmark ruling allows the Department of Homeland Security (DHS) to move forward with ending protections for approximately 350,000 Haitian and 6,000 Syrian TPS beneficiaries. More broadly, it establishes a significant legal precedent that could ultimately affect more than 1.3 million TPS holders across 17 designated countries. For hundreds of thousands of families who have legally lived, worked, and built lives in the United States for years, the decision significantly increases the risk that they could eventually lose both their livelihood and their protection from removal. Deportation is not automatic. However, individuals with no other lawful immigration status may become subject to immigration enforcement, detention, and removal proceedings. Each case will depend on the individual’s immigration history and eligibility for another form of immigration relief. A Critical Legal Distinction The Supreme Court did not determine that Haiti has become safe or that conditions on the ground no longer justify humanitarian protection. Rather, it decided a different legal question: under the Temporary Protected Status statute enacted by Congress, the executive branch enjoys broad discretion to designate or terminate TPS, and the statute bars judicial review of those determinations except for narrow constitutional claims.
