As I have experienced several times, apathy as it relates to physical security, the safety of government employees, elected and appointed officials and the public accessing government spaces is a serious risk exposure. The “it’ll never happen here” mentality is something I have seen come back to haunt organizations, time after time. Simply ordering assessments, and then failing to review those assessments or implement recommendations with real world risk attached is a recipe for calamity. Sounds alarmist? Not really if you look at the number of elected officials now hiring private security to attend public events with them. Let alone the deluge of criminal activity that comes with massive market adjustments like the recent lay offs throughout regions with tech heavy economies like Seattle and the Silicon Valley. Without budgetary constraints, folks making cuts so that other pet projects of the middle managers and others with long termmstakes in seeing their visions through, versus adequately adjusting budgetary and personnel allocations responsibly to prepare, plan and mitigate the risks illuminated by assessments and data driven analysis is irresponsible and not in keeping with the public trust. Reports and draft plans being allowed to sit on people’s desks for months or years is it’s own risk exposure, in that if and when something happens, those become discoverable documents that will open the gap quite widely for tort claims. As an expert witness, I see this frequently in the tort claims I support related to mis / mal and non feasance claims stemming from systemic security failures. And yes folks, I know this is why I have a particular reputation in the industry. I don’t mince words. I don’t sit on my hands and pretend that everything will be okay, when I have nearly 40 years of experience that tells me that chance favors the prepared. NIOSH, WISHA, OSHA and privately funded study after study have demonstrated that organizations that persistently ignore the world around them have a much more difficult time navigating disaster when it strikes. And it inevitably does. So while there are those who wax poetic about cost, and are looking to put a few more feathers in their caps before they cash out their pensions, there are whole of government exposures that someone, at some point, must not only assess, but take bold and courageous steps to address. Simply putting on a good show for the camera is only a part of the equation, when at any given time, a person can simply walk into a space unchecked and engage in a variety of behaviors that are not only disruptive, but potentially create massive liabilities for life and safety. I've slowed this down. In the huddle, one or more ICE officers shout 'GUN'. This caused another officer to draw his sidearm. Another officer removed the man's sidearm, and then walked away, but it was discharged negligently (see for yourself). The Sig P320 is notorious for NDing, but typically only when dropped. That then triggered the other agents to think that the man on the ground, Alex Pretti, had begun shooting, so they neutralised the perceived threat. If this is what happened, it's an incredibly unfortunate accident in Minneapolis.
