Otto is not a stand in for Aegon. Aegon needs to die for the masses to see. For politics and Peace. Alicent accepts that and makes her sacrifice. Otto see's Aegon as irredeemable. she feels very different about Otto, So AGAIN she will feel she been betrayed by Rhaenyra.
